- Swarm Zone launches, restores, and failover placement honor each host's delegated budget, while whole-computer utilization remains a separate pressure warning.
- Existing hosts retain automatic capacity behavior, and safety checks prevent explicit allocation from conflicting with overcommit or dropping below current commitments.
